If trade goods cannot be loaded, inspect the permit for your current channel as well as the cargo requirements. A Peace Trade Permit and a Conflict Trade Permit are different labels in the current community trade report; owning one should not be treated as proof that the other channel's requirement is met.
Check the loading requirement first
RaidDex's November 4 report describes separate daily permit allowances for Peace and Conflict trading. Read the current remaining allowance and the loading message before buying more goods. This guide does not infer the reset hour, carryover rule or when a failed run refunds a permit.
If allowance remains, check the origin of the selected good and the wagon's available loading space. The same report ties goods to their Trademark Region. A cargo restriction is not necessarily a shortage of Gold.
Do not confuse a permit with channel safety
The official PvP overview distinguishes standard channels, where players cannot attack each other, from PvP channels, where players outside your party and guild can attack. Channel switching has restrictions and is not an instant escape whenever a fight turns against you.
That overview discussed risky trade runs as a possible design idea, not a complete cargo-loss ruleset. Do not import theft, insurance or wagon-destruction rules from the original ArcheAge without checking the current game.
Prepare the trip with your group
Before loading, agree on the destination and channel. The October 29 letter says parties can stay together across Peace and Conflict channels; that does not remove the need to check where each member actually is.
If loading still fails, record the exact message, channel, permit state and cargo name. Those details distinguish a daily allowance problem from a wrong origin, full wagon or other requirement. Avoid repeatedly spending on replacement cargo before identifying which check failed.
